CHINA ORIGIN / PICKUP, LOADING & EXPORT SCOPE
EXW Shipping from China: Responsibilities, Costs and Pickup Planning
EXW shipping from China means the seller places the goods at the buyer's disposal at a precisely named location, such as a factory or warehouse. Under EXW [named place], Incoterms® 2020, delivery and risk normally transfer there before the goods are loaded onto the collecting vehicle. The buyer then arranges the pickup and subsequent carriage. Under the rule, the seller is not required to load the vehicle or clear the goods for export. ICC: EXW rule and explanatory notes
That simple description can hide two difficult cross-border questions: who can complete the China export formalities, and who bears the risk while the cargo is being loaded? If the seller will load the vehicle and complete export clearance, FCA at an agreed point may match the intended transaction more closely. The parties should compare the written sales term with the actual physical and customs handoffs before the buyer books transport. ICC Academy: EXW or FCA?
What Does EXW Shipping from China Mean?
EXW stands for Ex Works. It is one of the Incoterms® 2020 rules for any mode or combination of modes. It can therefore be used with road pickup followed by ocean, air, rail or multimodal carriage. The term should identify the actual delivery place and, ideally, the precise point within that place.
An illustrative contract reference might read:
EXW Building 3, [full factory address], Shenzhen, China, Incoterms® 2020
The exact address matters. “EXW China” or even “EXW Shenzhen” may leave unanswered which gate, loading bay, warehouse or building is the delivery point. ICC guidance explains that a precise point identifies where delivery occurs, where risk changes and when costs move to the buyer. If the parties do not identify it, the seller may select the point that best suits the seller within the named place. ICC: EXW place and precise delivery point
EXW does not, by itself, determine:
- when ownership or title passes;
- how or when the buyer pays;
- whether the goods meet destination product rules;
- whether a carrier accepts the cargo;
- the customs value at destination;
- every charge in a freight quotation; or
- whether the complete route is port-to-port, airport-to-airport or door-to-door.
Those matters belong in the sales contract, transport arrangements, customs instructions and other applicable agreements. A buyer should therefore read the Incoterm and the freight scope together rather than treating “EXW” as a complete shipping plan.
When Do Delivery and Risk Transfer Under EXW?
Under EXW, the seller normally delivers when the identified goods are placed at the buyer's disposal at the agreed point and time, not loaded on the collecting vehicle. The buyer bears the risk after delivery, subject to the complete rule and any specific agreement between the parties. ICC: EXW A2, A3, B2 and B3
The practical sequence is:
Scroll sideways to compare the full table.
| Shipment stage | Default EXW planning position |
|---|---|
| Goods prepared and identified | Seller prepares the contracted goods and makes them available at the agreed point and time |
| Delivery and risk handoff | Occurs at the named EXW point before loading, subject to the complete rule |
| Loading | Buyer-side responsibility under EXW; any seller assistance and loading risk should be agreed in writing |
| Origin pickup | Buyer arranges the collecting vehicle and pickup coordination |
| Export formalities | Buyer-side obligation under EXW where applicable; the actual China declarant/exporter arrangement must be workable |
| Main carriage | Buyer contracts or arranges carriage from the named place |
| Import and destination | Buyer arranges the applicable import, tax and delivery handoffs |
This timeline explains why an EXW supplier price can look simple while the buyer's logistics scope is not. Responsibility begins before the cargo reaches a port, airport, rail terminal or consolidation warehouse.
What Must the Seller Do Under EXW?
EXW gives the seller a limited delivery obligation, but it does not remove all seller responsibilities. Under the ICC rule, the seller must provide the goods and commercial invoice in conformity with the sales contract, deliver the goods at the agreed point and time, give the notice needed for the buyer to take delivery, and perform the checking, packaging and marking obligations stated in the rule. ICC: EXW seller obligations
For a workable shipment record, the seller and buyer should confirm:
- the exact legal seller and factory or warehouse release party;
- the precise pickup address, building, gate and loading point;
- the date or pickup window;
- the product, model, quantity and package identification;
- the packing condition and external package dimensions;
- the supplier contact who will release the goods;
- the documents and product information the seller will provide; and
- any assistance requested for transport, insurance or clearance information.
The seller's duty to provide assistance does not automatically transfer the buyer's EXW obligations back to the seller. If the parties intend the seller to load, clear the goods for export or deliver to another point, that intention should be reflected in the chosen rule and written contract rather than left as an informal assumption.
What Must the Buyer Arrange and Pay?
The buyer normally arranges carriage from the named EXW point and bears the related costs after delivery. Where applicable under the rule, the buyer also handles export, transit and import clearance formalities and their associated duties, taxes and charges. ICC: EXW buyer obligations
For a China-origin shipment, the buyer's operational scope may include:
- Booking a suitable collecting vehicle and confirming access to the supplier.
- Defining who will load the packages and supply any forklift, crane, labour or lifting accessories.
- Coordinating pickup timing, release instructions and proof of collection.
- Moving the cargo to a warehouse, port, airport, rail terminal or courier facility.
- Establishing a lawful and workable China export-declaration arrangement.
- Providing or collecting the commercial and product information required by the operating parties.
- Booking the main mode and satisfying the selected carrier's cargo-acceptance conditions.
- Deciding whether and how to insure the cargo.
- Arranging transit and destination import formalities.
- Paying the charges included in the agreed buyer-side scope and coordinating final delivery.
The three letters “EXW” do not price these activities. A useful freight quotation should identify which services are included, excluded, provisional or dependent on third-party confirmation.
Why Can EXW Export Clearance Be Difficult in China?
EXW allocates export formalities to the buyer where they apply, but a contractual allocation does not automatically establish who can legally appear in the China customs process. The Customs Law of the People's Republic of China states that declarations may be completed by the exporter/importer or an entrusted customs agent registered with Customs, and that the relevant declarants and agents must meet registration requirements. The English page is provided for reference and states that the Chinese version prevails.
China Customs' English reference on completion of import/export declaration forms describes the export consignor as the production or sales entity within China exporting for itself or entrusting an import/export enterprise. These English reference pages may not reflect every current procedural update and are not a decision about a particular shipment, supplier, foreign buyer or agent.
Before accepting an EXW arrangement, confirm in writing:
- whether the supplier can and will participate in the export process;
- which China entity will be recorded as the exporter or consignor where required;
- which registered agent, if any, is authorized to make the declaration;
- who provides the commercial invoice, packing list and product information;
- whether the seller, buyer and declared transaction data are consistent;
- whether licences, inspections or product-specific controls apply; and
- whether the proposed arrangement creates tax, rebate, foreign-exchange or document consequences for either party.
Do not wait until the truck arrives to identify these parties. If the buyer cannot establish a workable export arrangement, the parties should compare FCA or another rule before shipment. Current Chinese law, the Chinese-language rules and shipment-specific advice from the responsible customs and tax professionals remain controlling.
Who Loads the Goods at the Factory or Warehouse?
Under the default EXW rule, delivery occurs before loading and the seller is not required to load the collecting vehicle. In practice, the seller may have the equipment, staff and site access needed to perform the loading. That practical reality creates a risk gap if the contract does not say who bears loss or damage during the operation.
ICC's EXW notes specifically recommend agreeing in advance who bears loading risk when the seller will carry out the loading. They also identify FCA at the seller's premises as an option where the seller is intended to load and retain the loading risk until delivery is completed. ICC: EXW loading-risk guidance
Before pickup, record:
- the vehicle type and usable deck or container dimensions;
- each package's weight, dimensions and lifting points;
- whether the goods are palletized, crated or otherwise secured;
- the loading party and equipment owner;
- site access, driver identification and safety requirements;
- the appointment window and waiting-time conditions;
- who checks package condition before and after loading;
- how loading damage will be documented; and
- who secures the cargo for the first road leg.
Routine supplier help should not be treated as evidence that the parties silently changed every EXW responsibility. The written record should match the actual operation.
EXW or FCA: Which Better Matches the Real Handoff?
EXW and FCA both can apply to any mode, but they assign loading and export clearance differently.
Scroll sideways to compare the full table.
| Decision point | EXW | FCA at the seller's premises | FCA at another named place |
|---|---|---|---|
| Delivery point | Goods placed at buyer's disposal at the named point | Goods loaded onto the buyer-arranged vehicle at the seller's premises | Goods arrive on the seller's vehicle at the named point, ready for unloading and at the nominated carrier/person's disposal |
| Loading at seller's premises | Not a seller obligation under the rule | Seller loads as part of delivery | Seller loads for transport to the other named place |
| Export clearance | Buyer-side obligation where applicable | Seller-side obligation where applicable | Seller-side obligation where applicable |
| Main carriage | Normally buyer arranged | Normally buyer arranged | Normally buyer arranged |
| Risk transfer | At EXW delivery before loading | After loading completes at the seller's premises | At the agreed other place when the FCA delivery conditions are met |
An ICC Academy EXW/FCA explainer by an ICC-certified trade expert encourages parties to consider FCA where goods cross a border and the seller will handle export clearance. The page identifies the analysis as the author's view, and it is not a universal instruction to replace EXW. The correct choice depends on the real delivery point, the parties' capabilities and the intended contract.
Ask four questions:
- Who will physically load the collecting vehicle?
- Who can complete and support the China export formalities?
- Where does the buyer want delivery and risk to change?
- Does the written sales term match those answers?
If it does not, resolve the mismatch before booking.
EXW, FOB, CIF or DDP: Which Question Does Each Answer?
These terms are not interchangeable prices for the same scope.
Scroll sideways to compare the full table.
| Term | Suitable mode | Seller's delivery point | Main carriage | Export / import allocation in the rule |
|---|---|---|---|---|
| EXW | Any mode | Named factory, warehouse or other point; goods not loaded | Buyer arranges | Buyer bears the contractual export/import obligations where applicable; the actual declarant and customs structure must still be lawful and workable |
| FOB | Sea or inland waterway | Goods on board at the named shipment port | Buyer arranges | Seller clears export; buyer clears import |
| CIF | Sea or inland waterway | Goods on board at the shipment port, while seller contracts carriage and insurance to the named destination port | Seller arranges the required carriage | Seller clears export; buyer clears import |
| DDP | Any mode | Named destination, ready for unloading | Seller arranges to the agreed destination | Seller handles export and import and applicable duties under the rule |
Use the dedicated guides for FOB shipping from China, CIF shipping from China and DDP shipping from China. The right comparison is not simply “Which term is cheapest?” It is “Which delivery point and responsibility structure matches the actual transaction?”
How Should a Buyer Compare an EXW Freight Quotation?
Review the quotation line by line. Mark every item included, excluded, provisional or buyer-arranged.
1. Named pickup point
Record the full supplier address, building, gate and loading position. Confirm whether the quoted truck can enter the site and whether an appointment is required.
2. Cargo and packing
List the exact product, pieces, packing type, pallet count, gross weight and external dimensions for every package type. Identify oversize, non-stackable, fragile or regulated cargo.
3. Loading
State who provides labour and equipment, who loads, how the cargo is secured and who bears waiting or failed-pickup charges.
4. China origin movement
Define pickup, warehouse receipt, consolidation, terminal or airport delivery, documentation, storage and other origin items. Do not assume that “origin charges” is a complete description.
5. Export structure
Name the supplier, proposed exporter/consignor, declaration agent and document owner. Identify which items still require confirmation.
6. Main carriage
State the proposed mode, carrier or operating party, origin and destination gateways, equipment, transshipment assumptions and acceptance conditions. For ocean planning, review the separate sea freight from China service scope.
7. Insurance
EXW does not require either party to buy insurance for the other. If cover is required, record who will arrange it, the insured value, named policyholder or beneficiary, coverage basis, exclusions, deductible and claim-notification procedure.
8. Import and destination
Identify the importer, customs representative, classification information, permits where applicable, duties/taxes, terminal or airport release, storage exposure and final-delivery scope. For a broader process overview, see customs clearance for shipping from China.
9. Final address and unloading
Confirm the postcode, vehicle access, delivery appointment, unloading equipment and receiving party. A door-to-door shipping quotation describes a physical service scope; it does not automatically replace or redefine the EXW sales term.
10. Validity and exceptions
Record the cargo-ready date, quotation validity, capacity assumptions, free-time or waiting conditions, excluded charges and events that require a revised review.
What Changes When the EXW Cargo Contains Batteries?
EXW allocates commercial delivery obligations. It does not classify a battery, approve its packaging, select a UN number, prove test compliance or require a carrier to accept the shipment.
Battery transport requirements depend on the chemistry, configuration, condition, rating, packing, quantity, mode, route and operating parties. The current UN Model Regulations include battery-specific entries and provisions, while mode-specific rules implement transport requirements in their own frameworks. UNECE: UN Model Regulations Rev. 24 (2025)
For sea transport, the IMO states that the IMDG Code governs packaged dangerous goods and addresses matters including packing, container traffic, stowage and segregation. The IMDG Code 2024 Edition, including Amendment 42-24, became mandatory on 1 January 2026. IMO: current IMDG Code edition
Start the shipment review with:
- product and battery manufacturer/model;
- chemistry and configuration—standalone, packed with equipment or contained in equipment;
- condition, including whether the battery is new, used, damaged, defective, recalled or for recycling;
- watt-hour rating, lithium content or other relevant rating information;
- quantity and individual battery weight;
- package count, gross weight and dimensions;
- packing method, terminal protection and clear photographs;
- origin, destination, preferred mode and cargo-ready date;
- proposed EXW delivery point and loading arrangement; and
- customer/factory-supplied technical and transport documents.
BAT Logistics can review the supplied shipment information and coordinate the agreed parties and handoffs. BAT does not issue UN38.3 test summaries, create SDS/MSDS documents, certify packaging, make the legal classification for the customer or guarantee carrier or authority acceptance. Begin with the broader battery shipping from China guide when the cargo contains batteries or battery-powered products.
A Practical EXW Pickup Record
Use one written record before the vehicle is dispatched.
Scroll sideways to compare the full table.
| Record group | Information to confirm |
|---|---|
| Named delivery point | Full address, building, gate, loading bay, seller release contact, date and pickup window |
| Cargo and packing | Product/model, pieces, packing, pallet/crate count, weight, dimensions, photographs and special handling |
| Loading and access | Loading party, equipment, vehicle limits, driver/site rules, securing responsibility and waiting conditions |
| Export and carriage parties | Supplier, proposed exporter/consignor, declaration agent, document owner, collecting carrier, main mode, gateways and destination parties |
This record does not amend the sales contract. Its purpose is to expose missing or contradictory handoffs early enough for the parties to correct them.
EXW Shipping Questions Buyers Ask
Does EXW include loading at the supplier’s factory?
Not by default. Under EXW, the seller delivers the goods at the named point before loading them onto the collecting vehicle. If the seller will load, agree both the operation and loading risk in writing, or consider whether FCA at the seller's premises better matches the intended handoff.
Who completes export customs clearance under EXW?
Under the Incoterms® 2020 EXW rule, export clearance is a buyer-side obligation where it applies. The actual China exporter, consignor and declaration agent must still satisfy current customs requirements. Confirm the eligible parties and documents before pickup; do not assume a foreign buyer can perform every local formality directly.
Can EXW be used for air and sea freight?
Yes. EXW is an any-mode rule. It can be followed by road, air, sea, rail or multimodal transport. The term does not itself determine whether the selected carrier or route will accept the cargo.
Is EXW cheaper than FOB or FCA?
An EXW product price may contain fewer seller-side logistics costs, but that does not prove a lower total landed cost. Compare loading, pickup, export handling, main carriage, insurance, destination charges, customs, taxes and delivery on the same scope.
Is EXW the same as door-to-door shipping?
No. EXW is a sales-contract delivery rule. Door-to-door describes a physical logistics scope. A forwarder may quote coordinated transport from an EXW pickup point to a destination address, but the quote must still identify the customs, importer, tax and delivery responsibilities.
Does EXW include insurance?
EXW does not require the seller or buyer to make an insurance contract for the other. The buyer should decide whether cover is appropriate and review the actual policy, value, exclusions and claim procedure.
Can battery cargo move under EXW?
The sales term does not decide transport acceptance. A battery shipment may be assessed only after the product, battery configuration, condition, rating, packing, documents, route and current operating-party requirements are reviewed.
Request a Shipment-Specific EXW Pickup and Route Review
An EXW quotation is useful only when the named point, cargo, loading, export and destination handoffs are defined.
Send:
- the complete supplier pickup address and release contact;
- product and battery details where relevant;
- pieces, packing, gross weight and dimensions;
- packing and loading photographs;
- loading equipment, access and appointment conditions;
- the proposed exporter/declarant arrangement;
- destination country, gateway and final address;
- preferred mode and required service scope;
- the agreed Incoterm and named point;
- cargo-ready date; and
- available commercial, product and transport documents.
BAT Logistics will review the supplied facts before discussing pickup, mode, operating parties, scope and quotation. Loading, export structure, dangerous-goods acceptance, capacity, customs and final delivery remain shipment-specific.
