Lithium Battery Shipping Documents Checklist: What Shippers Need to Prepare

There is no single set of documents for every lithium-battery shipment. Start with the exact product and battery models, chemistry, configuration, ratings, quantity, condition and final package. Then assemble the commercial records, technical evidence, transport documents and any dangerous-goods or customs records required for the selected mode, route and carrier.

A UN 38.3 test summary, SDS, Shipper’s Declaration, air waybill, bill of lading, commercial invoice and packing list serve different purposes. One does not automatically replace another. The correct document set follows from the actual cargo and operating pathway—not from a generic “battery certificate” request.

This guide gives commercial shippers a method for organizing and checking the records before booking or cargo handover. It is not a universal compliance list, a completed dangerous-goods document, dangerous-goods training or a substitute for the current modal regulations, national rules, customs requirements and carrier instructions.

Start With the Shipment Facts, Not a Generic Document List

The first step is not downloading forms. It is defining the shipment.

Two products sold under a similar commercial name can require different transport decisions if they contain different battery models, ratings or configurations. The same battery can also follow different pathways when it is shipped alone, packed with equipment or installed in equipment. Quantity, condition, package construction, transport mode and route can change which provisions and records apply.

Create one controlled shipment record containing at least:

  • product manufacturer and model;
  • battery manufacturer and model;
  • lithium-ion, lithium-metal or other battery chemistry;
  • nominal voltage and rated capacity;
  • Watt-hour rating for lithium-ion batteries or lithium content where applicable;
  • whether the battery is shipped alone, packed with equipment or contained in equipment;
  • cells or batteries per product, inner package, outer package and shipment;
  • whether the battery is new, used, returned, damaged, defective, recalled, waste, a prototype or a low-production type;
  • final package type, pieces, weights, dimensions and overpack arrangement;
  • package photographs showing the actual contents, closure, marks and labels;
  • shipper, consignee, China pickup point and final destination;
  • proposed air, sea, road, rail or courier service;
  • known airports, ports, transit points and operator or carrier;
  • cargo-ready date and requested delivery scope.

These facts should be frozen before the final transport documents are issued. If the factory changes the model mix, adds spare batteries, splits cartons, combines packages or changes the battery condition, the document set should be reviewed again.

The shipment record is not itself a regulatory certificate. It is the source against which the product evidence, invoice, packing list, package, transport document and booking can be compared.

The same information may appear in several groups, but the records do not become interchangeable. A commercial invoice may identify the product and value while saying little about battery configuration. An SDS may describe a chemistry but not the final package. An air waybill records the air-cargo movement but does not replace a Shipper’s Declaration when that declaration is required.

The practical question is therefore not “Do we have a battery document?” It is “Do we have the right evidence and transport records for this exact cargo, and do they agree?”

A folder full of PDFs is not a controlled document set. Each file should have a clear relationship to the shipment.

1. Freeze the product and battery models

List every product model and battery model in the shipment. Do not use a family name as a substitute for the exact model unless the supporting evidence clearly covers the models being shipped.

Record the chemistry, voltage, capacity, Watt-hour rating or lithium content as applicable. Compare the values with the physical battery label and product specification. Treat different suffixes, capacities or manufacturers as questions to resolve rather than assuming they are harmless variants.

2. Identify the source and owner of each record

The battery manufacturer or product manufacturer may supply the technical specification and UN 38.3 test summary. The seller or exporter may prepare the commercial invoice and packing list. A trained or otherwise competent responsible party prepares regulated dangerous-goods information where required. The forwarder and carrier create or control booking and carriage records according to the operating process.

Record who supplied each file, its issue date or version, the models it covers and whether it is final or draft. A file forwarded by a trading company is not automatically invalid, but its connection to the manufacturer and tested battery type must be traceable.

3. Map each file to the shipment lines

For mixed-model shipments, indicate which technical records belong to which invoice and packing-list lines. A test summary for Model A should not be presented as evidence for Model B merely because both products use lithium-ion batteries.

4. Control versions and changes

Keep one acknowledged version of the shipment record and note subsequent changes. Do not allow the warehouse, sales team and forwarder to work from different carton counts or product lists.

If a record is replaced, retain enough history to explain why. Avoid circulating several files named “final,” “final new” and “final latest.” A simple dated version or revision reference is more reliable.

5. Recheck after the final packing and routing decision

Documents prepared before packing may no longer describe the tendered cargo. Compare the completed package, labels, commercial records, dangerous-goods data and booking immediately before handover.

Which Technical Records May Be Requested?

Technical records help establish what the battery is. They do not all serve the same purpose, and they do not automatically approve the shipment.

UN 38.3 test summary

Lithium cells and batteries are generally subject to the applicable tests in subsection 38.3 of the UN Manual of Tests and Criteria, Revision 8 before transport. The test summary is a standardized information record used to connect a cell or battery type with the testing information that must be made available.

The summary should be traceable to the actual battery or product model. Compare the manufacturer, model numbers, battery type, mass, Watt-hour rating or lithium content, report reference and test-laboratory information with the goods being shipped. A test summary is not the same as the full laboratory report. It is also not a dangerous-goods declaration, packing approval, SDS, customs certificate or carrier booking.

SDS/MSDS or product safety information

An operator, forwarder, customer or customs party may request an SDS, MSDS or other product information as supporting evidence. The file may help reviewers understand chemistry, composition, hazard information, emergency measures and transport statements.

An SDS is not automatically mandatory in the same way for every battery shipment, jurisdiction and transport pathway. It also cannot replace competent transport classification, the applicable UN 38.3 evidence, a required dangerous-goods transport document or the physical package review.

If an SDS is supplied, compare its manufacturer, product or battery model, chemistry, ratings and transport section with the current shipment. The dedicated lithium battery SDS/MSDS guide covers these checks and limitations.

Product and battery specifications

A clear technical specification is often the fastest way to establish the model, cell or battery arrangement, voltage, capacity and Watt-hour rating. It can support the classification review, but a marketing sheet that omits the battery model or uses only nominal product descriptions may not be enough.

Specifications should be connected to the actual battery label and commercial model. Avoid deriving a transport decision from an unverified website listing or a photograph of a different product version.

Approval or special-condition records

Prototype, low-production, damaged, defective, recalled, waste or other special-condition batteries may require a different eligibility, approval, packing and routing assessment. Do not add an approval letter from a previous shipment to the standard document folder and assume it covers the new cargo.

The record must belong to the specific battery type, condition, jurisdiction and transport pathway. If the battery condition is uncertain, stop before preparing the booking documents.

Commercial and Package Records Must Describe the Same Cargo

Commercial and package records are operationally important even when they are not dangerous-goods certificates.

Commercial invoice

The invoice normally identifies the seller and buyer, commercial description, quantity, value, currency and transaction terms. Customs requirements vary by origin and destination, and additional data may be required.

The commercial description should be accurate enough for the transaction and customs process. It should not hide the presence of batteries behind vague phrases such as “accessories,” “samples” or “electronic parts.” At the same time, the invoice description does not replace the regulated proper shipping name where dangerous-goods transport documentation requires one.

Packing list

The packing list should reflect the final shipment: packages, product quantities, gross and net weights, dimensions and other package-level data needed for the commercial movement.

Check that the number of cartons or crates agrees with the warehouse record and booking. When products contain batteries, include enough model and quantity detail to reconcile the packing list with the technical evidence. A total product count alone may not show how many cells or batteries are in each package.

Package photographs and measurements

Photographs are not certificates, but they can reveal conflicts that documents miss. Use images of the final export package, not only a sample carton.

The image set should show, as relevant:

  • product and battery identity;
  • batteries or equipment before closure;
  • terminal protection and separation;
  • cushioning and movement control;
  • closed outer package;
  • package and overpack marks and labels;
  • package number or another link to the packing list;
  • measured weight and dimensions.

If the photographs show loose spare batteries while the paperwork describes equipment containing batteries, resolve the configuration before booking. Do not edit a document merely to make it resemble the photograph; first determine which description is correct.

Air-Shipping Documents: DGD, Air Waybill and Operator Records

International air transport is governed by the applicable ICAO Technical Instructions, national requirements and State variations. Airlines commonly use the IATA Dangerous Goods Regulations as the operating standard, together with their operator variations. The ICAO 2025–2026 Technical Instructions remain the current edition for operations through 31 December 2026, while the IATA DGR is updated annually. The current edition, addenda and variations must be checked for the shipment date.

Shipper’s Declaration for Dangerous Goods

A Shipper’s Declaration is required for many fully regulated lithium-battery air consignments, but not every lithium-battery shipment follows the same declaration requirement. The decision depends on the battery type, configuration, rating or lithium content, quantity, condition and applicable packing-instruction pathway.

When required, the declaration must describe the consignment actually offered for transport. Its UN number, proper shipping name, hazard information, packages, quantity, packing instruction, aircraft limitation, authorizations and handling information must agree with the cargo and related records.

Air waybill

IATA describes the air waybill as the contract of carriage between the shipper and airline. It records the air-cargo movement and related shipment data. The forwarder or carrier process may determine who enters particular fields.

The air waybill is not the Shipper’s Declaration. Where a DGD is required, the two records must remain consistent. Where a DGD is not required under the applicable pathway, the current rules may still require particular information on the air waybill or associated electronic record.

An electronic air waybill changes how carriage data is exchanged; it does not make accurate cargo identity, pieces, weight, handling information or dangerous-goods status optional.

Booking and operator records

A booking request tells the forwarder or airline what service and cargo are proposed. It is not evidence that the airline has accepted the shipment.

Operator variations may prohibit a battery type, reduce a limit, require additional information, restrict a transit point or impose another acceptance condition. Confirm the proposed airline and route before treating the document set as final. If the carrier changes, repeat the variation and routing check.

Sea-Shipping Documents: DG Transport Record, Bill of Lading and Container Data

Sea transport uses the International Maritime Dangerous Goods Code and relevant national, carrier, port and terminal requirements. The IMDG Code 2024 Edition incorporating Amendment 42-24 became mandatory on 1 January 2026.

Dangerous-goods transport information

When the IMDG consignment provisions require dangerous-goods transport information, it must describe the regulated cargo correctly. The required information can be provided through an accepted dangerous-goods transport document or approved electronic process. The multimodal dangerous-goods form is an example layout; the layout itself should not be treated as the only valid form in every operation.

The document may include the UN number, proper shipping name and other required consignment information for the actual goods. Do not copy the aircraft limitation or air packing-instruction reference from an IATA DGD into a maritime record.

Bill of lading and booking record

The bill of lading and booking record serve commercial and carriage functions. They should accurately identify the parties, cargo, packages, weights and routing according to the carrier’s process. They do not replace the applicable dangerous-goods transport information.

Check the shipping instructions against the invoice, packing list and dangerous-goods data before the bill of lading is issued. Resolve vague or conflicting descriptions rather than expecting the carrier or destination agent to infer the battery configuration.

Container or cargo-transport-unit information

Containerized cargo may require additional packing, declaration, inspection, segregation, stowage or port information depending on the shipment and operating process. Record which packages are loaded into which container and how any overpacks or pallets are identified.

The shipper’s document set should also preserve the link between the cargo loaded at origin and the information sent to the carrier, port and destination parties. A final container change or restuffing event should trigger another reconciliation.

Road, Rail and Courier Networks Add Their Own Conditions

An international air or sea shipment often includes road or rail legs. These inland movements should not be treated as unregulated simply because they connect to a port or airport.

The ADR framework governs international road carriage among its contracting parties, while RID and national rules may apply to rail and domestic movements. The current edition, local implementation, carrier duties and applicable exemptions must be checked for the route. The UNECE ADR 2025 publication reflects amendments applicable from 1 January 2025; later material should be reviewed before relying on edition-specific statements.

Some records carried in a vehicle are supplied by the carrier rather than the exporter. For example, ADR instructions in writing are provided to the vehicle crew through the carrier process. Do not add every road document to a generic “shipper checklist” without identifying the responsible party.

Courier services create another layer of conditions. Acceptance can vary by battery type, configuration, Watt-hour rating or lithium content, quantity, package, destination, account approval and service level. A courier’s general battery page may not describe every international service.

Before preparing courier paperwork, confirm:

  • the exact carrier and product/service;
  • origin, destination and transit restrictions;
  • whether batteries alone are accepted;
  • package and quantity limits;
  • dangerous-goods account or approval requirements;
  • required electronic or paper information;
  • who prepares and signs each record;
  • pickup and handover conditions.

Do not use a successful domestic parcel shipment as evidence that the same battery can move internationally on another courier network.

Customs and Import Records Depend on the Transaction and Destination

Transport acceptance and customs admissibility are different decisions.

A shipment may be correctly prepared under the applicable dangerous-goods transport rules but still lack an importer record, permit, product-compliance document or accurate customs declaration. Conversely, customs paperwork does not prove that an airline, vessel operator or courier will accept the battery.

The commercial invoice and packing list are common starting points, but the complete customs set depends on factors such as:

  • exporter, seller, buyer, importer of record and consignee;
  • transaction value, currency and Incoterm;
  • product description and tariff classification;
  • origin and destination;
  • intended use and product category;
  • local safety, conformity, recycling or market-access requirements;
  • licenses, permits or certificates required for a specific product or condition;
  • temporary import, return, repair, warranty or waste status.

Do not label an SDS or UN 38.3 test summary as a customs certificate unless the destination authority or operating party actually requests it for a defined purpose. Provide the record under its correct name and explain which model it covers.

Use this review sequence:

  1. Start with the final product and battery model list.
  2. Confirm the battery configuration and condition.
  3. Match each technical record to the relevant model.
  4. Recalculate products, batteries and packages from the final packing data.
  5. Compare package photographs, marks and labels with the declared configuration.
  6. Compare the invoice and packing list with the physical packages.
  7. Compare dangerous-goods information with the current modal pathway.
  8. Compare the transport document and booking with the pieces, weight, parties and route.
  9. Identify destination customs or product records and their responsible owner.
  10. Resolve every material discrepancy before handover.

A discrepancy does not automatically prove that the shipment is prohibited or that a document is fraudulent. It is a reason to pause and obtain clarification from the responsible source.

Common Document-Pack Problems

Asking for a generic “battery certificate”

This phrase does not identify the required record. Ask whether the reviewer needs a test summary, SDS, product specification, dangerous-goods document, approval, customs record or carrier form—and for which battery model and shipment.

Mixing files from different models

A supplier may send the newest available test summary even when the shipment contains an older battery model. Match manufacturer, model, rating and physical description before accepting the file into the shipment set.

Treating the SDS as the compliance decision

An SDS may contain transport information, but it does not replace the current modal classification, packing, marks, labels or required dangerous-goods documentation.

Treating the test summary as package approval

UN 38.3 evidence concerns the tested battery type. It does not show that the export carton, cushioning, closure, overpack, labels or route are correct.

Copying the previous shipment

An old document pack is a historical reference. Changes to the model, quantity, package, destination, carrier, rules or condition can change the current requirements.

Using the wrong modal document

An air DGD is not a universal dangerous-goods declaration for sea, road or rail. Prepare the record required for the actual transport pathway.

Hiding battery details in commercial descriptions

Vague descriptions delay review and can create serious declaration or customs problems. Use accurate commercial wording and the correct regulated description where required.

Confusing a booking request with acceptance

Submitting files to a forwarder or carrier does not prove that the cargo has passed the acceptance process. Wait for the relevant operating confirmation before treating the route as approved.

Ignoring route-specific additions

State, operator, port, terminal, courier and destination requirements may add records or restrictions. A complete-looking generic folder can still be incomplete for the selected route.

Failing to control revisions

Unsigned drafts, conflicting dates, incomplete page sets and several “final” versions make it difficult to determine which information was used. Establish one current set and a clear change record.

Pre-Booking Lithium Battery Document Checklist

Use this as a stop/go review. It does not determine legal compliance without the current rules and competent shipment-specific assessment.

  • The exact product and battery models are frozen.
  • Chemistry, configuration, ratings, quantity and condition are supported.
  • The proposed UN entry follows from competent classification.
  • Technical records are traceable to the models being shipped.
  • The final package count, weights, dimensions and photographs are available.
  • Invoice and packing-list data match the physical cargo.
  • Package and overpack marks and labels match the applicable pathway.
  • The correct air, sea, road, rail or courier documentation has been determined.
  • Dangerous-goods records, transport documents and booking data agree.
  • State, operator, carrier, port, airport and transit conditions have been checked.
  • Destination customs and product-compliance requirements have a responsible owner.
  • Required approvals or permits belong to this cargo, route and date.
  • Signatures, dates, page sets and versions are complete and controlled.
  • Any repacking, model, quantity, carrier or route change triggers a new review.
  • No document is being treated as guaranteed carrier or customs approval.

Lithium Battery Shipping Document Questions

What documents are required to ship lithium batteries internationally?

There is no universal list. The working set commonly includes shipment identity, product and battery specifications, commercial invoice, packing list, package data and relevant technical evidence. Dangerous-goods transport documents, AWB or bill-of-lading information, customs records, approvals and carrier forms depend on the battery, configuration, quantity, condition, mode, route and current rules.

Is an SDS/MSDS mandatory for every lithium-battery shipment?

No universal rule makes the same SDS requirement apply to every lithium-battery shipment worldwide. An SDS may be requested by an operator, forwarder, customer, customs party or local process, but it does not replace competent transport classification or other required records.

Is a UN 38.3 test report the same as a test summary?

No. The test summary is a standardized information record that identifies the tested battery type and key test information. It is not the complete laboratory report. Confirm which record is legitimately required and whether it covers the actual model.

Does a UN 38.3 test summary replace the Shipper’s Declaration?

No. The test summary supports traceability to a tested battery type. A Shipper’s Declaration, when required, describes and certifies the dangerous-goods consignment offered for air transport.

Does every lithium-battery air shipment need a DGD?

Not every battery shipment follows the same declaration requirement. The answer depends on chemistry, configuration, rating or lithium content, quantity, condition and the applicable air packing-instruction pathway, including current State and operator variations.

Is an air waybill the same as a dangerous-goods declaration?

No. The AWB is the air-cargo contract and transport record. The DGD communicates regulated dangerous-goods information when required. The records must be consistent, but one does not automatically replace the other.

Can the same dangerous-goods document be used for air and sea freight?

Do not assume so. Air and sea transport use different modal frameworks and consignment procedures. Review and prepare the required information for the actual mode instead of copying an IATA air document into the maritime set.

What should match across the invoice, packing list and package labels?

The records should consistently identify the actual products and battery configuration. Product models, quantities, pieces, weights and party information should reconcile for their respective purposes, while regulated descriptions, marks and labels must follow the applicable transport pathway.

Do damaged, defective, returned or prototype batteries need different records?

They can require a different eligibility, approval, packing and routing review. Disclose the actual condition and do not reuse the ordinary new-production document set without a shipment-specific assessment.

Can a freight forwarder issue all lithium-battery compliance documents?

No. Different parties control different records and responsibilities. A forwarder may collect information, identify visible inconsistencies and coordinate routing or carrier review. That does not automatically make the forwarder the manufacturer, test laboratory, competent classifier, dangerous-goods signatory, customs authority or carrier.

Do customs documents prove that a carrier will accept the shipment?

No. Customs admissibility and transport acceptance are separate decisions. A shipment can satisfy one process and still require corrections or approval in the other.

When should the document set be reviewed again?

Review it after any change to the battery or product model, configuration, quantity, condition, package, marks, labels, carrier, transport mode, route, destination, operating date or applicable rules. Repacking after documents are issued is a common trigger for a new check.

  • dangerous-goods or transport documents already prepared;
  • China pickup point, destination, proposed transport mode, carrier and ready date.
