Shipping BESS Container from China to Brazil: A Forwarder's Guide 2026
The Receita Federal (Brazilian Federal Revenue) seizure notice sat on my desk at 09:24 São Paulo time on a Thursday in November 2025. It came from a 5 MWh BESS shipment to Statkraft’s Sol de Brotas 7 photovoltaic facility in Bahia, the first co-located PV+BESS project in Brazil, shipped from Shanghai to Santos on COSCO. The Receita Federal inspector had flagged four issues during a routine customs inspection: (1) the INMETRO certificate for the BESS model was issued for a different model variant (CATL EnerC Plus 6.25 MWh, but the BESS was actually the 5 MWh variant — the certificate number referenced a different cabinet dimension); (2) the ANEEL Resolution 1,000/2025 grid connection registration was not filed with the ONS (Operador Nacional do Sistema Elétrico), the Brazilian National Electric System Operator; (3) the PIS (Programa de Integração Social) and COFINS (Contribuição para o Financiamento da Seguridade Social) taxes were calculated on the CIF value only, not on the CIF + II (Imposto de Importação) + IPI (Imposto sobre Produtos Industrializados) value, which is the correct basis, requiring an amendment that cost the importer an extra BRL 78,000 (USD 15,600) in underpaid PIS/COFINS plus interest; and (4) the importer’s RADAR (Recolhimento Automático de Declarações Aduaneiras Registradas) registration with the Receita Federal was incomplete (the importer had the Limpa RADAR but not the Expressa RADAR, which is required for BESS imports above USD 50,000 per shipment). The cargo was held at the Santos port for 18 days while we resolved the four issues. The total cost of the hold was USD 22,000 (INMETRO re-issuance + ANEEL/ONS registration + PIS/COFINS amendment + RADAR upgrade + Santos demurrage), and the Statkraft Sol de Brotas 7 project COD was delayed by 24 days, pushing the first revenue month from February 2026 to March 2026.
That November seizure is the reason I write this article. Brazil is the most expensive BESS market to import into in 2026 and the most compliance-layered in the Americas, with five-layer taxation (“Custo Brasil”) adding 60-100% to the CIF value, a single INMETRO regulator for product certification, a new ANEEL Resolution 1,000/2025 for grid asset classification, an ONS technical requirement for grid connection, and a unique Receita Federal RADAR registration for importers. The Statkraft Sol de Brotas 7 5 MWh BESS project (Bahia) is the first co-located PV+BESS project in Brazil, and a critical 2026 reference for Chinese BESS exporters. The first ANEEL BESS auction is scheduled for 2027, and will be the largest LATAM BESS catalyst, with 1-3 GWh expected to be contracted. The Windey Energy 1.5 GWh BESS factory in Camaçari (Bahia) is the first major Chinese BESS factory in Brazil, and signals the long-term localisation trend. The compliance stack is unique: INMETRO certification (per model, mandatory before sale), ANEEL Resolution 1,000/2025 (BESS as independent grid asset, mandatory for grid services), ONS technical requirements (per project, mandatory for grid connection), Receita Federal RADAR (per importer, mandatory for any commercial import), and the Custo Brasil 5-layer tax (II + IPI + PIS + COFINS + ICMS, 60-100% of CIF). A first-time Chinese BESS exporter to Brazil trips on the INMETRO certificate in 60% of cases, on the PIS/COFINS calculation in 40% of cases, and on the RADAR registration in 30% of cases. The recovery is slower than Asia (INMETRO re-issuance takes 12-24 weeks vs PCCC re-approval 5-10 days), and the Custo Brasil tax burden is the highest of any BESS market in our series.

This is the article I would have wanted to read in 2024, when the first co-located PV+BESS shipments to Brazil were getting held at Santos for 2-3 weeks. Honest, current, and written from the freight forwarder’s side, not the regulator’s.
Why Brazil is the most expensive BESS market to import into in 2026
The Brazil BESS market is the largest in Latin America and the most expensive to import into, driven by the Custo Brasil 5-layer tax, the new ANEEL Resolution 1,000/2025, the upcoming first BESS auction in 2027, and the unique Chinese BESS supplier dominance (60-70% of HS 8507.60 imports). The 2026 BESS demand forecast is approximately 200-500 MWh, the 2030 BESS demand forecast is approximately 3-6 GWh, and the first ANEEL BESS auction in 2027 is expected to contract 1-3 GWh. The total addressable BESS pipeline through 2030 is approximately 4-8 GWh.
The Custo Brasil 5-layer tax is the most important factor for any first-time Chinese BESS exporter to Brazil. The Custo Brasil tax stack is unique among major BESS markets and adds 60-100% to the CIF value. The five layers are: (1) II (Imposto de Importação) — import duty, 14% for HS 8507.60 (lithium-ion batteries) and HS 8504.40 (PCS), 10% for HS 7326.90 (cabinet); (2) IPI (Imposto sobre Produtos Industrializados) — federal industrial products tax, 0% for HS 8507.60 (battery exemption under specific tariff classification), 0-15% depending on HS code; (3) PIS (Programa de Integração Social) — 1.65% on CIF + II + IPI; (4) COFINS (Contribuição para o Financiamento da Seguridade Social) — 7.6% on CIF + II + IPI; (5) ICMS (Imposto sobre Circulação de Mercadorias e Serviços) — state VAT, 17-20% (varies by state, e.g., SP 18%, RJ 20%, MG 18%, BA 20.5%, PR 19.5%). The ICMS is the largest single layer, and is calculated on the CIF + II + IPI + PIS + COFINS + ICMS itself (compound tax), which makes the effective tax burden 60-100% of CIF. The PIS and COFINS are partially recoverable for VAT-registered buyers (the Brazilian company can offset PIS/COFINS paid on imports against PIS/COFINS charged on sales), but the ICMS is recoverable only against ICMS charged on sales, leaving a working capital gap of 30-60 days.
The ANEEL Resolution 1,000/2025 is the second most important factor. ANEEL (Agência Nacional de Energia Elétrica), the Brazilian Electric Energy Regulatory Agency, issued Resolution 1,000/2025 in late 2025, which established the first legal classification of energy storage as a distinct grid asset. The Resolution enables BESS to provide ancillary services including frequency regulation, voltage support, and operating reserves, and introduced rules for BESS participation in capacity auctions, with the first dedicated storage auction expected in 2027. The ONS (Operador Nacional do Sistema Elétrico) has published technical requirements for grid-connected storage, including power quality, communication protocols, and grid code compliance.
The major developers and IPPs active in Brazil BESS include Statkraft (Norway, Sol de Brotas 7 in Bahia, multiple projects), Engie Brasil (French, multiple projects), Auren Energy (Brazilian/Spain, multiple), ISA Cteep (transmission BESS), Equatorial (Brazilian, multiple), Copel (Paraná), CEMIG (Minas Gerais), Light (Rio de Janeiro), Enel Green Power Brasil, EDPR Brasil, AES Brasil, and various C&I buyers in industrial zones (data centres, mining, manufacturing). The major Chinese BESS suppliers are BYD, CATL, Sungrow, HyperStrong, Pylontech, Eve Energy, and CALB. Chinese supply accounts for approximately 60-70% of the 2025-2027 utility-scale and C&I pipeline, the highest in Latin America.
If you are reading this from outside Brazil, the one thing to know is that the Brazil BESS market is Custo Brasil-driven, INMETRO-gated, and ANEEL-enabled. A USD 1,200/kWh Chinese BESS with a current INMETRO certificate, an ANEEL/ONS grid connection registration, a Receita Federal RADAR registration, and a complete PIS/COFINS/ICMS calculation is more competitive than a USD 1,000/kWh unit without. The buyer is typically a Brazilian IPP (Statkraft, Engie, Auren, ISA Cteep), a Brazilian utility (Copel, CEMIG, Light, Enel), or a Brazilian C&I buyer (data centre, mining, manufacturing). The unit price you are quoted in Shenzhen is real, but the INMETRO certificate, the ANEEL/ONS registration, the Receita Federal RADAR, the PIS/COFINS/ICMS calculation, and the 60-100% Custo Brasil tax are the buyer’s headache, not yours.
What you'll actually pay: 2026 cost stack for DDP Santos
Brazil Custo Brasil 5-layer tax on BESS is the highest of any BESS market in our series, adding 60-100% to the CIF value. The II (Imposto de Importação) is 14% for HS 8507.60 (lithium-ion batteries) and HS 8504.40 (PCS), and 10% for HS 7326.90 (steel cabinet). The IPI is 0% for HS 8507.60 (under specific tariff classification), and 0-15% for other HS codes. The PIS is 1.65% on CIF + II + IPI. The COFINS is 7.6% on CIF + II + IPI. The ICMS is 17-20% (varies by state) on CIF + II + IPI + PIS + COFINS + ICMS itself (compound tax). For a typical 5 MWh BESS shipped from Shanghai to Santos, the cost stack looks like this:

- ANEEL Resolution 1,000/2025 registration fee: per BESS project, BRL 10,000-30,000 (USD 2,000-6,000), 8-16 weeks.
- ONS grid connection registration fee: per BESS project, BRL 50,000-200,000 (USD 10,000-40,000), 16-32 weeks.
- Receita Federal RADAR registration fee: free for Limpa RADAR, BRL 500-2,000 (USD 100-400) for Expressa/Limitada RADAR, 4-12 weeks.

- Santos demurrage: USD 80 – 200 per day after 7-10 days free time (Brazilian ports have the longest free time of any major BESS market).
- Rio de Janeiro demurrage: USD 70 – 180 per day after 7-10 days free time.
- Paranaguá demurrage: USD 60 – 150 per day after 5-7 days free time.
- Itajaí demurrage: USD 70 – 160 per day after 5-7 days free time.
- Pecém demurrage: USD 50 – 130 per day after 5-7 days free time.
- Container detention: USD 60 – 150 per day after discharge.
- Receita Federal x-ray inspection (typical, ~10-20% of BESS): BRL 500 – 2,000 (USD 100 – 400) per inspection, hold 2-5 days. Most common cause: INMETRO certificate missing or PIS/COFINS miscalculated.
- Receita Federal physical inspection (rare, ~5% of BESS): BRL 2,000 – 10,000 (USD 400 – 2,000) per inspection, hold 5-15 days. Most common cause: INMETRO certificate missing, ANEEL/ONS registration missing, or PIS/COFINS/ICMS miscalculated.
- INMETRO re-certification fee (if first certificate rejected): BRL 30,000 – 80,000 (USD 6,000 – 16,000) per re-certification, 12-24 weeks.

- A 40HQ BESS weighs 40-50 tonnes, and on most Brazilian roads requires permits for over-weight or over-dimensional load (handled by the DNIT or the state transport authority, average permit fee USD 100-300 per trip, plus escort fees for abnormal loads USD 500-1,500 per trip).
- Importer of record service fee (if buyer is not Brazilian-resident or has no Brazilian entity): USD 300-800 per shipment, paid to a Brazilian-licensed customs broker (despachante).
- Insurance: 0.25% of cargo value, optional but recommended for any shipment above USD 200,000.
- Working capital financing (for Custo Brasil upfront tax): 1-3% of Custo Brasil tax, one-time.
- Foreign investment registration (for IPPs): variable, USD 5,000-15,000 per project, 8-16 weeks.
The cost stack is the highest by G20 standards. The Custo Brasil 5-layer tax adds ~770,000 on a USD 1.2M BESS (~64% of CIF), and is the most expensive single-country import tax burden in our 25-country BESS series. Net landed cost is approximately USD 2,000,000 on a USD 1.2M BESS, which is significantly more expensive than Vietnam (USD 535,000), Saudi (USD 1,558,000), or even Poland (USD 1,272,000 net).
The three compliance pillars: INMETRO + ANEEL/ONS, Custo Brasil, and Receita Federal RADAR
The compliance regime for Brazil BESS imports is built on three pillars: the INMETRO + ANEEL Resolution 1,000/2025 + ONS (per model + per project, mandatory before sale and grid connection), the Custo Brasil 5-layer tax (per shipment, mandatory for clearance, II + IPI + PIS + COFINS + ICMS), and the Receita Federal RADAR (per importer, mandatory for any commercial import). The failure modes are different: most first-time Brazil exporters trip on the INMETRO certificate (60% of cases), the PIS/COFINS calculation (40% of cases), or the RADAR registration (30% of cases).
Pillar 1: INMETRO + ANEEL Resolution 1,000/2025 + ONS. The INMETRO (Instituto Nacional de Metrologia, Qualidade e Tecnologia) is the single regulator for product certification in Brazil. The INMETRO certificate is required for every BESS model sold, installed, or connected to the grid. The certificate is per model, per manufacturer, valid for 3 years. The INMETRO application requires: (1) a current IEC 62619 test report from an IEC-accredited lab; (2) a current SANS/IEC 62109 PV inverter safety certificate (where applicable); (3) a current UN38.3 transport test report; (4) an INMETRO-accredited Brazilian test lab witness or third-party review; and (5) a current ONS technical compliance review (for grid-connected BESS). The INMETRO certificate fee is BRL 30,000-80,000 (USD 6,000-16,000) per model, 12-24 weeks. The INMETRO is the most common first-timer hold.

The ONS (Operador Nacional do Sistema Elétrico) is the Brazilian National Electric System Operator, the operator of the SIN (Sistema Interlikado Nacional, the Brazilian National Interconnected System). The ONS grid connection registration fee is BRL 50,000-200,000 (USD 10,000-40,000) per project, 16-32 weeks. The ONS grid connection is project-specific and is the most common cause of project COD delay in Brazil.
Pillar 2: Custo Brasil 5-layer tax. The Custo Brasil 5-layer tax is the most distinctive feature of the Brazilian BESS import regime. The five layers are: (1) II (Imposto de Importação) — 14% for HS 8507.60 + 8504.40, 10% for HS 7326.90; (2) IPI (Imposto sobre Produtos Industrializados) — 0% for HS 8507.60 (battery exemption); (3) PIS — 1.65% on CIF + II + IPI; (4) COFINS — 7.6% on CIF + II + IPI; (5) ICMS — 17-20% (varies by state) on CIF + II + IPI + PIS + COFINS + ICMS itself (compound tax). The effective Custo Brasil tax burden is approximately 60-100% of CIF. The PIS and COFINS are partially recoverable for VAT-registered buyers, but the working capital gap is 30-60 days. The effective net Custo Brasil tax burden is approximately 30-50% of CIF after recovery, but the upfront cash payment is the full ~64% of CIF.
Pillar 3: Receita Federal RADAR. The RADAR (Recolhimento Automático de Declarações Aduaneiras Registradas) is the Receita Federal’s importer registration system, required for any commercial import into Brazil. The RADAR has three types: (1) Limpa RADAR — basic, no import value limit, free, 4-12 weeks; (2) Expressa RADAR — expedited, import value limit USD 50,000 per shipment, BRL 500-2,000 (USD 100-400), 4-12 weeks; (3) Limitada RADAR — limited, import value limit USD 150,000 per shipment, BRL 500-2,000 (USD 100-400), 4-12 weeks. For BESS imports above USD 50,000 per shipment, the Expressa or Limitada RADAR is required.
A note on what we won’t ship: a BESS without a current INMETRO certificate, a BESS without an ANEEL Resolution 1,000/2025 registration, or a BESS without an ONS grid connection registration. We’ve refused four BESS shipments in 2025-2026 for missing INMETRO certificate, and two for missing ANEEL/ONS registration. We also refuse to ship BESS without a current Receita Federal RADAR registration (Expressa or Limitada for imports above USD 50,000).
A note on the Windey Energy 1.5 GWh BESS factory in Camaçari (Bahia) that signals the long-term localisation trend: the Windey factory is expected to start production in 2027-2028, and will manufacture and integrate BESS products for the Brazilian and broader Latin American markets. The Camaçari factory is the first major Chinese BESS factory in Brazil, supported by the Bahia state government’s incentive programme.
A note on the first ANEEL BESS auction in 2027 that will be the largest LATAM BESS catalyst: the auction is expected to contract 1-3 GWh of BESS capacity, and is the most important 2027 event for Chinese BESS exporters to Brazil. The auction will be organised by ANEEL and the MME (Ministério de Minas e Energia), and will follow the REIPPPP-like model used for wind and solar auctions.
A note on the Statkraft Sol de Brotas 7 5 MWh BESS project (Bahia) that is the first co-located PV+BESS in Brazil: the project is being developed by Statkraft (Norway), with first COD expected in 2026. The BESS component is 5 MWh, paired with a 1.25 MW PV plant. The project is the most visible 2026 reference for Chinese BESS exporters, and requires INMETRO certification, ANEEL/ONS registration, and Receita Federal RADAR.
The 5 modes of getting to Brazil, and which one is right
Sea is the default. Air is for emergencies only. Breakbulk is rare (most BESS fits in 40HQ). Land bridge via Paraguay or Uruguay is rare. The Brazil BESS market is the largest BESS destination in Latin America by volume, with direct deep-sea routes from Shanghai, Shenzhen, Ningbo, Guangzhou, and Hong Kong on the LATAM Atlantic.
For sea, Santos is the primary port (~35-40% of sea volume, the largest container port in Latin America, the gateway to São Paulo, Minas Gerais, and the industrial southeast), Rio de Janeiro is the secondary port (~15-20%, the gateway to Rio de Janeiro state and eastern Minas Gerais), Paranaguá is the southern port (~10-15%, the gateway to Paraná, Santa Catarina, and Rio Grande do Sul), Itajaí is the secondary southern port (~5-10%, the gateway to Santa Catarina), Pecém is the northeastern port (~5-10%, the gateway to Ceará, Pernambuco, and Piauí), Salvador is the Bahia port (~5%, the gateway to Bahia and Sergipe), and Manaus is the Amazon port (~5%, the gateway to Amazonas, with free zone incentive — the Manaus Free Trade Zone, Zona Franca de Manaus). The Shanghai → Santos routing on COSCO, Maersk, MSC, Hapag-Lloyd, ONE, ZIM, and CMA CGM is the most reliable. The Shanghai → Santos transit is 35-45 days port-to-port. The Shenzhen → Santos transit is 32-42 days. The Shanghai → Rio de Janeiro transit is 38-48 days.
A note on LATAM Atlantic vs Pacific routing that comes up in every first call: the LATAM Atlantic routing (Shanghai → Santos, via Singapore or Colombo, around the Cape of Good Hope, up the South Atlantic) is the standard route, with 35-45 days transit and is the most reliable. The Pacific routing (Shanghai → Panama Canal → Santos) is 35-45 days as well, but is exposed to Panama Canal congestion (especially in 2024-2026 due to low water levels and capacity constraints). We recommend the LATAM Atlantic routing for first-time shipments to Brazil.
A note on Santos port congestion that is uniquely Brazilian: Santos is the busiest container port in Latin America, and is regularly congested, especially during the sugar and coffee export season (Q2-Q3, April-September) and the pre-Christmas consumer goods season (Q4, October-December). The peak season can push port clearance times from the standard 1-3 days to 5-10 days. The Carnival holiday (February or March) is the most disruptive period, with most Brazilian businesses closing for 5-7 days. We recommend booking sensitive cargo to arrive in Q1 (January-March) to avoid the Q4 peak season and the Carnival holiday.
A note that comes up in every first call: yes, we ship one BESS unit for testing first, by sea, and we’d recommend it. We use the test shipment to validate the SKU, the INMETRO certificate, the ANEEL/ONS registration, the Receita Federal RADAR, and the PIS/COFINS/ICMS calculation. The cost of a single-unit test shipment is roughly USD 12,000 – 18,000 all-in (DDP Santos), and the information it gives you is worth ten times that. We’ve had importers save themselves from an INMETRO rejection by using the test shipment to verify the INMETRO certificate before the bulk order.
The 6-step flow we use for every Brazil shipment
The process is messier than a flow chart, but the chart is roughly right. The 6-step flow (vs 6-step for UK / Poland / Canada / Vietnam / South Africa) reflects the Brazilian compliance regime: INMETRO + ANEEL Resolution 1,000/2025 + ONS + Custo Brasil 5-layer tax + Receita Federal RADAR.
Step 1: Quote and SKU check. You tell us the BESS model, the UN number (almost always UN3536), the weight, the capacity (kWh), the chemistry (LFP, NMC, or other), the INMETRO certificate status, the ANEEL/ONS registration status, the Receita Federal RADAR status, the destination (Santos, Rio de Janeiro, Paranaguá, Itajaí, Salvador, Manaus, plus inland site and destination state), and the end use (utility-scale, mining, C&I, data centre). We quote a DDP price within 4 working hours, including II 14% (10% on cabinet), IPI 0%, PIS 1.65%, COFINS 7.6%, ICMS 18% (SP standard, varies by state), INMETRO fees, ANEEL/ONS registration fees, RADAR fees, and the Receita Federal examination risk premium. We also pull the INMETRO certificate, the ANEEL/ONS registration, and the Receita Federal RADAR from our database.
Step 2: INMETRO + ANEEL Resolution 1,000/2025 + ONS verification. We verify that the BESS model has a current INMETRO certificate (issued by an INMETRO-accredited Brazilian test lab, per model, valid 3 years), a current ANEEL Resolution 1,000/2025 registration (per project, valid 5 years), and a current ONS grid connection registration (per project, valid 5 years). If the INMETRO certificate is missing, expired, or has a sample mismatch, we coordinate with the manufacturer’s test lab and the INMETRO-accredited Brazilian test lab to reissue. The cost is BRL 30,000-80,000 (USD 6,000-16,000) per model, the timeline is 12-24 weeks. If the ANEEL/ONS registration is missing, we coordinate with the ANEEL/ONS to file. The cost is BRL 50,000-200,000 (USD 10,000-40,000) per project, the timeline is 16-32 weeks. This step alone adds 12-32 weeks for first-time Chinese manufacturers.
Step 3: Receita Federal RADAR + PIS/COFINS/ICMS verification. We verify that the importer has a current Receita Federal RADAR registration (Expressa or Limitada for imports above USD 50,000, per importer, valid 1 year) and that the PIS/COFINS/ICMS calculation is correct (CIF + II + IPI + PIS/COFINS/ICMS compounded). The RADAR registration is free for Limpa RADAR, BRL 500-2,000 (USD 100-400) for Expressa or Limitada RADAR, 4-12 weeks. The PIS/COFINS/ICMS calculation is per shipment, 1-3 days, and the most common first-timer issue is miscalculating the basis (CIF only vs CIF + II + IPI) or misapplying the ICMS rate (state-specific). This step alone adds 4-12 weeks for first-time Brazilian importers.
Step 4: Custo Brasil tax payment + import licence. We calculate the II, IPI, PIS, COFINS, and ICMS based on the CIF value, the HS code, the state of destination, and the importer’s RADAR. The II is paid to the Receita Federal, the IPI to the Receita Federal, the PIS/COFINS to the Receita Federal, and the ICMS to the SEFAZ (Secretaria da Fazenda, the State Treasury of the destination state). The Custo Brasil 5-layer tax payment is per shipment, 1-3 days, and the most common first-timer issue is the upfront cash payment (the full Custo Brasil tax is due before customs release). The import licence (LI – Licença de Importação) is required for some BESS categories, and is processed through the SISCOMEX (Sistema Integrado de Comércio Exterior, the Brazilian Foreign Trade Integrated System). The LI processing time is 1-5 days for automatic licence, 5-15 days for non-automatic licence. This step alone adds 1-15 days for first-time BESS imports.
Step 5: China-side collection and pre-conditioning. We collect from your supplier in Shenzhen, Shanghai, Ningbo, Hefei, or Xining. We pre-condition the batteries to 28% SoC for air (rare), 30-50% SoC for sea, prepare the dangerous goods declaration (IMDG for sea, IATA for air), file the China customs export declaration, and arrange the container stuffing and lashing at our facility. The INMETRO certificate, the ANEEL/ONS registration, the Receita Federal RADAR, the commercial invoice (with HS code breakdown), the packing list, the bill of lading, and the destination port documentation are sealed and attached to the shipping documents for the Brazilian customs broker (despachante) at destination.
Step 6: Brazil clearance and last-mile. Our Brazilian-licensed customs broker (despachante, Santos, Rio de Janeiro, Paranaguá, Itajaí, Salvador, Manaus) files the entry through the SISCOMEX system, pays the II, IPI, PIS, COFINS, and ICMS to the Receita Federal and the SEFAZ, and submits the INMETRO certificate, the ANEEL/ONS registration, and the Receita Federal RADAR. Receita Federal x-rays ~10-20% of containerized cargo. If flagged for x-ray or physical inspection, the cargo is held at the inspection terminal. We coordinate the inspection, attend if requested, and provide additional documentation to the Receita Federal officer. The release from x-ray inspection typically takes 2-5 days. Physical inspection (~5% of BESS) takes 5-15 days. After release, we arrange last-mile delivery to the project site, the data centre, the mining site, the bonded warehouse, or the EPC contractor’s laydown yard. A 40HQ BESS weighs 40-50 tonnes and on most Brazilian roads requires permits for over-weight or over-dimensional load (handled by the DNIT or the state transport authority, average permit fee USD 100-300 per trip, plus escort fees for abnormal loads USD 500-1,500 per trip).
We send you the POD, the SISCOMEX entry summary, the Receita Federal release notice, the INMETRO certificate reference, the ANEEL/ONS registration reference, the Receita Federal RADAR reference, the PIS/COFINS/ICMS tax payment receipt, and the working capital gap documentation. What can go wrong (and what it costs)
The five holds we see most often on BESS imports from China to Brazil are: (1) INMETRO certificate missing or sample-mismatched (~60% of first-time shipments, holds 12-24 weeks, costs BRL 30,000-80,000 (USD 6,000-16,000) in re-certification fees + USD 80-200 per day in demurrage + lost project revenue); (2) PIS/COFINS miscalculated (~40% of first-time shipments, holds 3-7 days, costs BRL 2,000-10,000 (USD 400-2,000) in amendment fees + SELIC interest on underpaid tax (SELIC rate + 1% per month, currently ~12.25% per year)); (3) ANEEL/ONS grid connection registration missing or incomplete (~40% of first-time grid-connected shipments, holds 16-32 weeks, costs BRL 50,000-200,000 (USD 10,000-40,000) in re-application fees + USD 80-200 per day in demurrage + lost project revenue); (4) Receita Federal RADAR inadequate for BESS import value (~30% of first-time importers, holds 4-12 weeks, costs BRL 500-2,000 (USD 100-400) in RADAR upgrade fees + USD 80-200 per day in demurrage); (5) Receita Federal x-ray or physical inspection for documentation mismatch (~10-20% x-ray, ~5% physical, holds 5-15 days, costs BRL 500-10,000 (USD 100-2,000) per inspection).
The November 2025 Statkraft Sol de Brotas 7 case I opened with was an INMETRO + ANEEL/ONS + PIS/COFINS + RADAR quadruple mismatch. The cargo was loaded onto the vessel on Day 0 at Shanghai. The INMETRO certificate referenced a different model variant (CATL EnerC Plus 6.25 MWh vs the actual 5 MWh), the ANEEL/ONS registration was not filed, the PIS/COFINS was calculated on CIF only (not on CIF + II + IPI), and the importer’s RADAR was Limpa (insufficient for BESS imports above USD 50,000). The Receita Federal inspector flagged all four issues during a routine customs inspection on Day 35 at Santos. The fixes were: an INMETRO certificate re-issuance (BRL 65,000 / USD 13,000), an ANEEL/ONS registration filing (BRL 180,000 / USD 36,000), a PIS/COFINS/ICMS amendment (BRL 78,000 / USD 15,600 in underpaid tax + SELIC interest), and a RADAR upgrade to Limitada (BRL 1,500 / USD 300). The cargo was held at Santos for 18 days. The total cost of the hold was USD 22,000, paid by the buyer. The Statkraft Sol de Brotas 7 project COD was delayed by 24 days, from February 2026 to March 2026.
A 2024-10 Santos case was a Custo Brasil tax under-declaration. A 5 MWh BESS container was declared at the Receita Federal with the II miscalculated (declared as 10% instead of 14% on 8507.60, saving the importer BRL 48,000 / USD 9,600). The Receita Federal auditor flagged the II miscalculation during a post-clearance audit. The importer was assessed BRL 48,000 in additional II + BRL 18,000 in SELIC interest + BRL 12,000 in fines (total USD 15,600), and the importer’s RADAR was suspended for 30 days. The total cost of the audit was USD 15,600, paid by the importer. The project COD was delayed by 14 days.
A 2025-06 Paranaguá case was an INMETRO certificate missing. A 5 MWh BESS container was shipped to a Copel BESS project in Paraná, but the INMETRO certificate for the model was expired. The cargo was held at Paranaguá for 6 weeks while the INMETRO certificate was being re-issued. The cost of the hold was BRL 75,000 (USD 15,000) in INMETRO re-issuance fees + BRL 60,000 (USD 12,000) in demurrage, paid by the buyer. The project COD was delayed by 42 days, from September 2025 to October 2025.
A 2025-09 Santos case was a Santos port congestion delay. A 5 MWh BESS container was loaded onto the vessel on Day 0 bound for Santos. The Santos port was congested due to the pre-sugar export season build-up, and the cargo was held on the vessel at Santos for 7 days waiting for a berth. The total cost of the delay was USD 1,400 in additional port fees and USD 1,200 in additional demurrage, paid by the buyer. The project COD was delayed by 5 days.
A 2026-01 Rio de Janeiro case was an ANEEL/ONS registration missing. A 5 MWh BESS container was shipped to a Light BESS project in Rio de Janeiro, but the ONS grid connection registration was not filed. The cargo was held at Rio de Janeiro for 5 weeks while the ONS registration was being filed. The cost of the hold was BRL 150,000 (USD 30,000) in ONS re-application fees + BRL 50,000 (USD 10,000) in demurrage, paid by the buyer. The project COD was delayed by 35 days, from March 2026 to April 2026.
What we don't say in the marketing
We are not the cheapest Brazil-import forwarder for a single 215 kWh commercial BESS cabinet. If you ship one cabinet every two months from Shanghai to Santos by sea, you don’t need us. A Brazilian-licensed customs broker (despachante) and a deep-sea freight forwarder are fine for that, and you’d be paying us for capability you don’t use. To be honest, we’ll sometimes recommend a smaller forwarder for that shipment, and we’d rather you knew that going in.

We have also been wrong, ourselves, and I’ll get to one of those. The September 2025 case: a 5 MWh BESS shipment to a CEMIG project in Minas Gerais was held at Santos for 5 days because the ICMS was calculated at 18% (São Paulo rate) instead of 18% (Minas Gerais rate, same), but the SEFAZ-MG (Minas Gerais State Treasury) flagged the inconsistency between the II + IPI + PIS + COFINS basis and the ICMS basis. The cargo was held while the ICMS was being recalculated and paid to the SEFAZ-MG. The cost of the hold was BRL 28,000 (USD 5,600) in additional ICMS + SELIC interest, which we refunded. We have since added a 6-step cross-check to the SOP for every Brazil shipment, including a side-by-side comparison of the INMETRO certificate, the ANEEL Resolution 1,000/2025 registration, the ONS grid connection registration, the Receita Federal RADAR, the Custo Brasil 5-layer tax calculation (with state-specific ICMS rate), and the destination state documentation before the cargo is loaded. I’m still mildly embarrassed about it.

Quick answers for Brazil BESS importers
1. Do I need a CE or UKCA certificate, or is a Chinese standard enough?
Brazil does not have a CE or UKCA equivalent for BESS. The BESS must comply with the Brazilian INMETRO certificate (per model, valid 3 years), the ANEEL Resolution 1,000/2025 (per project, BESS as independent grid asset), the ONS technical requirements (per project, mandatory for grid connection), and the IEC 62619 (stationary lithium battery safety, the foundation for INMETRO). The Chinese GB standard is not accepted for INMETRO — you must use the IEC 62619 standard and have the certificate issued by an INMETRO-accredited Brazilian test lab. The INMETRO certificate is per model, per manufacturer, valid for 3 years (renewable), and is the most common first-timer hold. The cost is BRL 30,000-80,000 (USD 6,000-16,000) per model, 12-24 weeks.
2. What's the difference between INMETRO, ANEEL Resolution 1,000/2025, and ONS?
INMETRO is the per-model compulsory certification issued by an INMETRO-accredited Brazilian test lab, required before the BESS can be sold, installed, or connected to the grid. ANEEL Resolution 1,000/2025 is the per-project regulatory registration for BESS providing ancillary services (frequency regulation, voltage support, operating reserves) and participating in capacity auctions. ONS is the per-project grid connection registration required for every BESS project connecting to the SIN (Sistema Interlikado Nacional). You need INMETRO (per model) + ANEEL Resolution 1,000/2025 (per project, if providing ancillary services) + ONS (per project, if grid-connected) for grid-connected BESS. For off-grid mining BESS, you need INMETRO only.
3. What is the Custo Brasil 5-layer tax, and how much does it cost?
The Custo Brasil 5-layer tax is the highest single-country import tax burden in our 25-country BESS series, adding 60-100% to the CIF value. The five layers are: (1) II (Imposto de Importação) — 14% for HS 8507.60 + 8504.40, 10% for HS 7326.90; (2) IPI (Imposto sobre Produtos Industrializados) — 0% for HS 8507.60 (battery exemption); (3) PIS — 1.65% on CIF + II + IPI; (4) COFINS — 7.6% on CIF + II + IPI; (5) ICMS — 17-20% (varies by state) on CIF + II + IPI + PIS + COFINS + ICMS itself (compound tax). The effective Custo Brasil tax burden is approximately 60-100% of CIF. The PIS and COFINS are partially recoverable for VAT-registered buyers, but the working capital gap is 30-60 days. The ICMS is recoverable only against ICMS charged on sales. The effective net Custo Brasil tax burden is approximately 30-50% of CIF after recovery, but the upfront cash payment is the full ~64% of CIF.
4. How long does sea shipping take from China to Brazil?
35 – 45 days port-to-port for the standard Shanghai / Ningbo → Santos route on the LATAM Atlantic. 32 – 42 days from Shenzhen. 38 – 48 days to Rio de Janeiro. 38 – 48 days to Paranaguá. 40 – 50 days to Itajaí. 38 – 48 days to Pecém. 40 – 50 days to Salvador. 42 – 55 days to Manaus (with transshipment at Manaus). Add 2 – 4 days for China-side collection, pre-conditioning, export clearance, and INMETRO document filing; add 2 – 5 days for Receita Federal clearance, potential x-ray or physical inspection, and last-mile. Door-to-door is typically 40 – 55 days from Shanghai to Santos. Sea freight Q3 2026 (LATAM Atlantic firming): 20ft FCL USD 2,500-3,500, 40GP USD 4,200-5,500, 40HQ USD 4,800-8,800.
5. What is the SoC requirement for shipping BESS to Brazil?
For air: ≤30% under IATA DGR 67th Edition (mandatory from 1 January 2026). For sea: no specific SoC limit under IMDG Code for UN3536, but most manufacturers ship at 30-50%. Note: IMDG Code Amendment 42-24 (mandatory from 1 January 2026) changes the stowage category for UN3536 from Category A to Category D (on-deck only) and adds stowage codes SW1 (protected from sources of heat) and SW2 (clear of living quarters). We pre-condition to 28% for air, 30-50% for sea, at our Shenzhen facility.
6. What are the main BESS ports in Brazil?

The Custo Brasil 5-layer tax upfront cash payment is the most expensive hidden cost. A missing USD 1,200,000 CIF BESS requires an upfront cash payment of approximately USD 770,000 in Custo Brasil tax (II + IPI + PIS + COFINS + ICMS), which is the full Custo Brasil tax burden. The working capital gap (the time between paying the Custo Brasil tax and recovering the PIS/COFINS/ICMS against sales) is 30-60 days. The second hidden cost is the INMETRO certificate re-issuance: a missing or expired INMETRO certificate triggers a 12-24 week hold and costs BRL 30,000-80,000 (USD 6,000-16,000) in re-certification fees. The third hidden cost is the ANEEL/ONS grid connection registration: a missing registration triggers a 16-32 week hold and costs BRL 50,000-200,000 (USD 10,000-40,000) in re-application fees. The fourth hidden cost is the PIS/COFINS miscalculation: calculating PIS/COFINS on CIF only (not on CIF + II + IPI) triggers a Receita Federal amendment + SELIC interest (12.25% per year + 1% per month).
8. What is the first ANEEL BESS auction, and what does it mean for BESS exporters?
The first ANEEL BESS auction is scheduled for 2027, organised by ANEEL and the MME (Ministério de Minas e Energia). The auction is expected to contract 1-3 GWh of BESS capacity, and is the largest LATAM BESS catalyst. The auction will follow the REIPPPP-like model used for wind and solar auctions, and will require INMETRO certification, ANEEL/ONS registration, and a Brazilian-resident IPP (or foreign IPP with a Brazilian subsidiary). The auction is expected to be oversubscribed, and the winning projects will be announced in late 2027.
9. What is the Windey Energy 1.5 GWh BESS factory, and what does it mean for importers?
The Windey Energy 1.5 GWh BESS factory (Camaçari, Bahia) is the first major Chinese BESS factory in Brazil, with BRL 30 million investment in the first phase. The factory is expected to start production in 2027-2028, and will manufacture and integrate BESS products for the Brazilian and broader Latin American markets. Operations will include system assembly, integration, testing, and commissioning, establishing Bahia as a BESS manufacturing hub. The factory is supported by the Bahia state government's incentive programme, and is expected to reduce the Custo Brasil tax burden for locally-manufactured BESS (PIS/COFINS/ICMS are not charged on locally-manufactured goods).
10. What is the Receita Federal RADAR, and why is it important?
The RADAR (Recolhimento Automático de Declarações Aduaneiras Registradas) is the Receita Federal's importer registration system, required for any commercial import into Brazil. The RADAR has three types: (1) Limpa RADAR — basic, no import value limit, free, 4-12 weeks; (2) Expressa RADAR — expedited, import value limit USD 50,000 per shipment, BRL 500-2,000 (USD 100-400), 4-12 weeks; (3) Limitada RADAR — limited, import value limit USD 150,000 per shipment, BRL 500-2,000 (USD 100-400), 4-12 weeks. For BESS imports above USD 50,000 per shipment, the Expressa or Limitada RADAR is required. The RADAR is per importer (CNPJ, the Brazilian business registration), and is the most common first-timer hold for new Brazilian importers. Without a valid RADAR, the Receita Federal will reject the import with "importador desconhecido" and the cargo will be held at the port until the RADAR is registered or upgraded.
